It wouldn't be practical to be honest, IMO. I just can't see local businesses at this time willing to pay. Bigger brands might be, but Google would likely not gain by this, as local businesses would never be able to compete with any type of bidding system for the placements.
At the moment there is talk of a $ 50 badge that allows you to display a Google guarantee on your GMB profile. But other features could be included that would limit the use of the platform to those who do not pay like freemium mode. Considering the increase in local searches made by mobile, Google my business becomes increasingly indispensable. I believe that if Google uses adequate prices it could easily include all those smaller local businesses and make a lot of money.
