Evidence of Cookie Stuffing?

Hello all,

So the issue of toolbar affiliates having a bad reputation when it comes to cookie stuffing and other bad behavior is pretty well known. In doing some research and in monitoring my own programs, I noticed something kind of odd in a CJ report.

In looking at a publisher performance report for one of my text links, I see that one of the bigger toolbar affiliates has a couple thousand clicks....and no impressions!

The report for this same link shows another toolbar affiliate with 2 clicks and 0 impressions, while all other affiliates using this link show that they do have impressions, and either a few or no clicks.

So my question is: would this be a potential indicator of cookie stuffing? How can one affiliate have a 2,000+ clicks and no impressions?

Quick edit: in doing some searching, I've read that this may be due to the affiliate removing the 1x1 tracking pixel, which would cause impressions to drop to 0. Still, the sales are also 0, so the CR is also 0...
