These are going to be very poor quality, fact. Also keep in mind you can be in legal trouble if you email the list if they have not consented to their email being added to this 'list'

Typically this is all worthless. There are very reliable list providers that sell single and double optin emails that have consented to 3rd party promoters and offers. These are expensive and still need to be scrubbed.

The best list is the list you build!

As an alternative, if you have something of quality, is to try solo ads with a very reliable provider.
