Do CPA Networks accept Twitch or YouTubers as advertisers?

Im curious if this is taking place..

Do CPA Networks like ClickBooth, MaxBounty & Peerfly etc accept YouTuber's who provide specific content, as advertisers for their network?

Would affiliates/publishers be interested in working with an advertiser whos "offers" are revolved around their youtube/twitch channel? What type of CPA would even be used in this case? A person subscribing to the channel? What would be considered the landing page as well?

For the sake of the question I'll use an example content provider. Chris Smoove has 4.5 million subscribers for his youtube channel. His content is the NBA2K videogame series. Smoove7182954 is username. No this isnt a shameless plug for his channel I just happened to be on a video of his when writing this thread.
 
Yes yt is a big part of affiliate marketing. For example, there is a lot of good offers to promote. You don't want to use sweepstakes, because it might touch your traffic source. Game register, or programs like Gamehag are pretty sweet for gamers.
 
Most of the time, CPA networks accept twitch streamers or youtube content creators as advertisers. The problem might come from the other side. Most of the time, this type of publicity might fall under some strict rules from the content platform, especially twitch, which some really strict rules that forbid content creators to advertise some type of sites or products. They even open lawsuits against people who are using a twitch viewerbot to increase their follower numbers and attract more attention. On the other hand, Youtube gives more liberty to the creators, with some limitations.
