Decisive Traffic

Does any one have any experience with Decisive? I tried testing a banner with $100 today and 0 impressions have been sent to my ad. I made sure to bid higher than the average CPM for the country I'm running it in. I don't understand why I haven't received any traffic I got absolutely nothing done today because of this !!
