Everything else (until advance level) can be learned from 'free' resources & setup without money - but most people will quit because result doesnt come fast enough

When you dont want to learn something (maybe its not worth your time) then its good to pay for pro software, like a $50 theme that some designer on other side of world spends 500 hours to create, just pay it dont cut corners on quality
