I'm assuming your question involves animation, and not static banners?

Flash is awesome if you have tons of time to learn it.
PhotoShop and Illustrator are expensive.

There are sites out there that can do simple animations for you -- basically you upload a series of gifs and it sequences and transitions them for you. I'm not sure if I'm supposed to link drop in this forum or not. Just google "make animated gif".

@jibin . I agree to you opinion, I think photoshop is the best tool for making static banners.Because, i have been using for 2 years. This is the best for you.

I am using Photoshop to make banners and I conceptualize it pretty superior! You should definitely try it if you port't yet. Use Zymic to learn how to attain banners because they bonk a high tutorial there for you.
