If I would ever need this I'll buy it on forum market places.
Usually service provider already has some reputation among community members so it's easier to judge would you give your confidence to him.

I used Iwriter. Fast Content Creation, but something it's a little poorly written.

You can also do outsource your web content and SEO in Upwork with multiple clients from different countries.
