There are some traffic exchange sites which don't charge a fee for traffic you get but the concept is pretty much the same. Even if the traffic you get is real [few bots] since those who visit your site do so to earn points so they in turn can get "free" traffic to their sites, your time or money you'll spend outsourcing the work will be wasted.

Patience pays. Work slow. Build your audience slowly and there'll come a time when you won't have to work too hard to get traffic.
