How does One sign up to yahoo ads guys,

I have been seeing some interesting ads more frequently this last week and decided to dig a little further .
I can tell they are affiliate landers but i know Yahoo is too big to let this kinds of risky offers on the platform so i am wondering if i am missing something here.



(1)Where does one buy inventory for yahoo..?

(2)I thought minimum funding to advertise was huge above $100,000 if this is
true then this affiliates must proper ballers or is there an alternative way to buy their traffic..?

Can advertise on yahoo search directory via Bing Ads, as well as admanager.yahoo.com for banner spots and news feed ads.
