You are right - some comments to blog posts are real spamming and have nothing to do with the content of the post. But in this way writers can get a backlink and google still counts backlinks.
Honestly I really dont understand, what was the reason of addinf +1 button to Google...i see no advantages of it, can say that in this case the big brain played not good role :)

I cant say that all seo marketers are spammers! there are many people who read articles on blogs and comment them and it doesnt matter that they do this sometimes for seo purposes. the aim of a blog existing is to be readable :)
my favorite way to apply back links is forum posting. I like forums because I can study many things through them, honestly 60% I know about IM now I know from forums :)
