Can I promote car insurance CPA offers if I'm in inside the US?

I'm looking to promote car insurance CPA offers in Maxbounty and Peerfly. They claim that:"You can run traffic to it from the following countries: US" Does that mean I have to live inside US to be allowed to promote it?

No. All you need to do is learn very well on how you can best get traffic that is directed from a certain geographical area. It is the best practice that you can employ. It is the technique used to do target based marketing. You have need to be careful so that you are not sold the cheap traffic leads that actually do not work. Otherwise what you are looking for is possible.
