Why not give the preference to Black hat technique?

Everyone knows that Black hat technique would give the fast result for website on Search Engine Result Page.But why people are not give the preference for Black Hat SEO Technique instead of White hat?

By black hat SEO method, you can get top in short time but not long lasting. Your domain or IP may banned by SE because you do not follow SE guideline or policies.

Black Hat techniques do not follow rule and regulation of Google guidelines,and even if you will get fast result in this process but after few month or so, Google will see that you are not following rule and then Google Will penalized your website.
