I think, in spite of many claims, only ads served as first party will always be seen by a website's visitors. This means the ad needs to be served by the domain it is on. That said, many links are blocked by ad blockers. So, even if seen, that ad may have little effect.
For now, and I don't know for how long, push notifications are not blocked. As push notifications become more of a nuisance I think web browsers will develop some countermeasure or ad blockers will adapt, as they always have.
People that use adblockers (12% to 30% depending) don't want to see your ad and probably most would ignore it if seen anyway.
You would be better off to concentrate your efforts with some other method like social media, website/blog articles or email newsletters to make your offers known to the adblocking segment.
