Well offer vault its just a place where its show you offers and affiliate natworks .When you have an offer you like then open it and you have an option to join the network .Then start registering to the network and after that you can login in ca network and you will have acces to promote the offer ,you cannot promote it directly from offervault .You can also use easy to get accepted networks like adworkmedia ,cpalead,adgatemedia etc ,but i dont know if they have the offer that you need
