Whats the deal with website's popular tags section?

Whats the deal with website's popular tags section on certain websites like ppcgeeks.com for example and should I be doing this? It lets you put your keywords on the main page but I'm worried i'll get penelized for "keyword stuffing".

Tag clouds are a common navigation method that many blogs use so I don't think it would cause problems. It's not KW stuffing really. KW stuffing is more about repeating the same keywords too many times.

The one on ppcgeeks.com is well done. Sometimes tag clouds can make your site look cluttered.
