What is ICOs?

I believe it is the same as any new investment offering. When it is new, it is called Initial Offering. Same as for stocks, when they come out as a "public" stock offering they are called IPO's (Initial Public Offering).

In digital currency, it is called ICO (Initial coin Offering).

An ICO, or initial coin offering, is sort of like an initial public offering, but with a crypto twist and without the regulatory hoops to jump through, although this could be changing in a big way.

According to online trading school ICO is an unregulated means by which funds are raised for a new cryptocurrency venture. An Initial Coin Offering (ICO) is used by startups to bypass the rigorous and regulated capital-raising process required by venture capitalists or banks. In an ICO campaign, a percentage of the cryptocurrency is sold to early backers of the project in exchange for legal tender or other cryptocurrencies, but usually for Bitcoin.

If you don't know what it is, i STRONGLY SUGGEST that you don't make a move on them until you understand cryptos first.
Why?
99.9% are scam or won't make it. Even if they are legit!
