Hi every body new to this forum and seo in general
is it ok to submit a UK Website to Non UK based
directories for link building purposes or would search engines see this as
back link scamming

Just submit to some quality directories. (Most of inner pages are cached with Google)
Don't submit too much a day, Submission 10-30/day is OK.

Yes its ok, just concentrate on quality links in stead of quantity, if you have quality links then you can go far ahead in this game.

Good question as i had recently started submitting to directories and wondered the same thing. glad its ok to do it to non uk ones aswell.

This is correct advice. Submitting to NonUk directories is fine. And limit your submissions to a few a day.

Also, Try to submit to niche directories if you can find them. I think they will give more traffic than generic directories.

Both are important what are you posting and where are you posting. If you posting unique or quality content on niche site then definitely you will get result.
