Traffic source for geo and language targeting

Hello,
I'm looking for paid traffic source to target language in specific location.
For example need to target spanish people living in US, or indian people living in UK.
I'm currently using adwords and facebook, but im not getting enough traffic for my budget.
Can someone offer me something ?

select {country} then {browser language}
I am going to be doing this on my end with a smart link script code (server side).
You are right there are many languages spoken in some countries

• Canada; English and French
• Switzerland; German, French, Italian
• Singapore; English, Chinese, Malay and Tamil.
• US; English and Spanish primarily.

What if a traveler uses an IP in a hotel? Or, an ex-pat living in some other country -- Browser Language MATTERS

When I am traveling in Europe my devices are still using my English language browsers ...
