Setting up an affiliate program?

don't really know where to start, except that i'm in the very early stages of developing an affiliate program for my company, looking to drive subscriptions to some of our free vertical email newsletters. i'd love some help/thoughts on how to best go about setting up an affiliate program, and how to market it effectively.
