Any one of seo providers can guarantee top 10 ranking for keywords:
lebanon real estate, real estate lebanon, beirut real estate, real estate beirut?

If yes, how much time is needed to appear on top 10 and how much the cost?

Nobody can really guarantee that. If they claim they do, go somewhere else.

I have a side biz doing SEO. I don't even guarantee top ten for a long tailed KW - let alone a short tailed.

Most SEO providers, if they do have guarantees, only guarantee longtail keywords. However, you may be able to find a provider that has performance incentives, meaning, you will pay more if they do end up getting you on the first page of Google, or if it's the first result, first three results, etc. Any company that makes lofty guarantees is probably best avoided.

Sure. If you make the tail long enough, you can guarantee anything. Ranking #1 for something no one will ever search for isn't that difficult - or that useful.
