PLR stands for Private Label Rights. This means that the author is allowing people to resell their work as they are giving up their intellectual rights. These articles are often used in spinners (programs that create a similar article out of the original) and then are used on blogs etc. to beef up the content but some people will spin articles and then sell them.

Instead of buying, you can probably find many online with a strategic search.
