Anyone know of a network that allows video page monetization and offers referral earnings? I have friends starting their own sites, and I’d love to earn a percentage from their revenue if I refer them.

many affiliate networks provide offers that allow for video promotions. That's where you start with this I think. You can get referral links for those same networks. The thing is that using someone else's videos to promote an offer you got from affiliate network may not pass the "sniff" test.
