it depends on what you want to promote... incent or non incent. What type of audience are you marketing to? The EPC i always a good place to start but also the quality of the advertiser and if the netwok pays on time...if going through a network. How old is the offer and is the market saturated for that particular vertical. These are just of a few of the things I think about.
I like to check out Google Trends to see if I can get some cheap traffic from hot topics. These trends tend to be hot and cheap traffic. Give it a try.
