Online Photo Editors

Not really, and i wouldn't use it if there where one.

Try editors like Paint.NET, Gimp, and/or Artweaver. Those are likely to be the best free editors around, let me know if you find anything equally good.
 
Id stick with paint as well, you can google some but they wont have as many features as the standard ones like paint or the default vista photo manager.
 
Obviously for Image editing, a desktop application is going to do a better job than an online application. But sometimes you want to provide users with the ability to do some simple stuff all through your web interface without having to have instructions telling them to open the image up in x software to crop.

I recently implemented this functionality on a shopping cart allowing the administrator to crop images of different sizes for the site. I used a javascript library called Kropper/. The library only allows you to drag an area on the image and get the coordinates of the area but you can sent this info and the image to a server side process to handle the actual image manipulation.
