You should not rely on directories too much but yes there will be people out there who make a living from directories.

It all depends how well you maintain and promote your directories. Directories can bring you nice steady stream of income but I would not put all my hopes on directories alone.

Another unpredicted action similar to the "g" can seriously damage this business and than you can be left with nothing...

I don't think that is possible at least in Sweden. However, as many stated it also depends on which web directory you run there are web directories making a decent amount of revenue, perhaps enough to live a low standard life?
