Google AdWords is the best quality traffic for pay per call offers. It's recommended you use it. You can also try Bing; the volume is lower, but the CPC is less than Google.

Search is predominately used based on volume. We've seen advertisers use social, more traditional media (radio/tv, but they are generally direct brands). As others mentioned, you could utilize search on different browsers and/or select less competitive categories that may have less competitive keywords.
