On page is yes definitely needed, and if you have great content or something that everybody is looking for, as soon as visitors start flocking in, yu dont need any off page work, but otherwise you do need it

Of course it is compulsory if you want your website to be promoted.

And one thing you need to note is that, every well promoted site has undergone SEO knowingly or unknowingly.

For example: Maintaining good keyword density, using keywords for internal page URLs etc. which comes under On-Page SEO also contribute to promoting. Any link posted on other site is also contribute to SEO.
