is CPA marketing dependent on paid traffic?

Recently,I have joined a cpa network.

I have observed that their offers are Geo targeted for a certain country.

I had put One free movie watching offer,s banner on my website.

When I clicked on it,It showed sports related product trial.

I think that it may not convert.

Because,Visitor is impressed with one ads.

It showed different ads.

This offer was available for australia,I clicked it from India.

Without paid traffic,it is not possible to get from targeted country.

Please,Will anyone tell me about CPA campagine process?

It's hard to tell what your question is, but are you saying you need targeted traffic but visitors from other countries are clicking your offer?
