incentive offers mean users get something for the action counted as conversion. e.g. you have an app and promote some other one there. your users get some gamepoints for downloading and installing the app. in other words, you motivate users to do something you'll get paid for. non-incentive means users get nothing extra but the product promoted. their motivation is the product itself, they are interested in it, not in the bonus they get for installing/subscribing, etc.
pin submit stands for the following: users get billed for something (some content usually) by their mobile operator, from their mobile account
