You just have to find an affiliate network that has offers in those GEOs. At CPAHub we do have offers in all countries and territories, so maybe you could work with us?
I know people would recommend CPA, but have you tried adsense or any other local PPC network where you will be publisher ? Those eastern offers pays way too low to be converted good and outperform good old Adsense at lowest rate. So think about that
