I think the best way is to naturally create them by writing articles, guest posts, blog comments, profiles, forums... There are literally a huge amount of websites to leave back links on. Don't worry about do follow, or no follow and things like that. Just naturally leave them everywhere and anywhere your able to. Just dont leave them anywhere using black hat techniques like when a website says place your url for free 1000 backlinks, or pay for them because the search engines will recognize this and maybe BAN your site
