How can I redirect traffic from a restricted country to another offer

You can use the geo-redirection script to redirect the offer to an appropriate country.
The Dojo - AffKit has a simple tool for it.

Otherwise, you can just use your tracker (like Voluum) and setup a rule to send traffic from specific country to the correct offer.
