If your proxy IPs are assigned to most datacenters' AS_numbers_ -- I have them already blocked
If you use tor with your proxy IP I have an updated list, every 30 min, of all of the exit nodes.

I tested my anti - (scrapping|known spammers proxy) gauntlet last week with some high quality ad traffic: 24 out of 1300 passed --about 2% rejected (403|444) but they were rejected because they were <Android 4.4.4 and unable to view the website.

The only thing I can't detect is a residential ISP used as a proxy (tor exit nodes will be detected). Or, a new IP CIDR (range 1.1.1.0/24) until I update. It's a game of cat and mouse -- some may slip through for a while (a day?).

If I can do this: AdWords, Facebook, others can this too ...
So, if you use datacenters for your VPNs they will be detected (sooner or later).

The Internet addressing system, both IPv4 an IPv6 are ordered by AS block assignments. So, even a new IP CIDR (range 1.1.1.0/24) will be added to that same ASN and there are databases of AS block assignments <<< it's public record.

You can fool some of the people some of the time but you cannot fool all the people all of the time.
