Cheapest (and worst converting) ads you can buy (cheap) are popunders.

Free traffic are organic traffic, which means you should try to do some SEO works.
But for the cheap one, you can find the cheaper traffic in many affiliate networks.
Though the qualities are different.

Free traffic you can get by doing Seo or social media marketing for example, or videos in different tube sites. As for an affiliate network - its good to first develop the sources/methods which you will use, or have an idea of what you are going to use and how, so when you have the offer you would be able to start promoting it.
