In my experience the best PPC campaigns are for loan ads.

One thing I have found is this...if you are trying to do an email submit ad for like say the Gamestop card or any kind of game for example...then it is a good idea to go for people who would be buying this type of stuff.
Offer: Call of Duty Game - Email Submit
Keyword: Call of Duty, Xbox, Play Station, Gaming, Cheap Games, Free Games, Free Xbox games, cheap xbox games
If you target the "TYPE" of people which happen to be gamers in this example you will find more people to click and convert. This is just my experience and will not always work.
