You can try Canva & Pixabay for both paid and free video stock footage.

What are best websites to find free or premium affordable video stock footage?

I'd recommend Stock adobe they have AWESOME videos, images and 3D models and even fonts
I use also Canva (the free version) .. They have bad reputation with their premium version, once you pay you'll get access to more templates, but soon after, you won't have access to them unless if you paid again .. idk, kind of complicated

2 --> Are there any platforms that pay you for video stock footage?

These platforms allow you to use/buy/sell the vid stock footage (I've no experience with selling them unfortunately)
