Export to CSV. Always defaults to EXEL Why?

If I am using keywords everywhere or answer the public and I want to simplify things by inserting the information in the CSV option. It always takes me to the Microsoft EXEL sheet. I have google sheets but It never goes there.
I am too cheap to purchase EXCEL. Is there another way to format my info to google sheets?

Nevermind folks I figured it out. All A matter of importing one to another. thank you

office libre is freeware that will open most excel files
