CPA Goal or CPM?

I wanna set up a campaign in propellerads for test, any suggestions for Pricing Model?
I don't know which is better,thanks a lot.

CPC is when you only pay for each click on your ad
CPM is when you pay per 1000 impressions whether the ad results in a sale or not.

• CPC will probably be less expensive when you are starting a new ad campaign
  --in the short run --to test
• CPM will probably be less expensive when you have a historical record for an ad
• CPM is good for name recognition and/or branding as your ad will have higher visibility regardless of the number of clicks
  as you are paying a set price.
