If the affiliate programs either identify the affiliate that sign up 2nd tier under you (you 10% of their 20% //or whatever) with by the name or the referral tracking code you use;
offer a free package of landing pages and scripts that will make him money in ;your; affiliate program/network --
you will get your 10% of $X% override.
or offer to mentor him in that affiliate program that you know well.
I have seen that work in the past.
Be aware that that affiliate program can change or terminate that program for any reason. Livejasmin screwed their affiliate name 'Jesus' that way out of what he claimed was $180K /year in lifetime affiliate referral income -- he was one of the first in the AWE Program -- I used him as a referral (I think) was c. 2003 -- he asked me to try to intervene on his behalf with the top management ( I was in a position to do so). Management said no they just screwed him and took his money.
So, you can get stabbed in the back on these deals easily ... read the terms ...

Attention: "role based name" email prefixes such as support, webmaster, info, contact, forum, service, affiliate, admin, traffic, partners, marketing, etc., for our member accounts are not permitted. They are acceptable for a vendor listing, but not for the member email. This is due to bulk email processors scrubbing them for delivery due to extremely high bounce rates. Please apply for membership using a personalized email prefix. Something like bob@xxxxx.com.
If we discover you signed up with a role based name we will give you only one message to change it. After 3 days your account will be removed if the email is not changed.
