Do not go only for those line what you had heard. Suppose If you have a page only you are providing there outbound links to others. Now what you think about your PR? Should visitors and traffic to that page got decrease? may be any crawler would not crawl the page because you have now to much outbound links to be crawled?

Only see for their activity whichever sites are being pasted within your page. mostly link them on the basis of good content and theme relevancy. Nothing more to think.
