Hi, is there any Native Ad networks that pays pre-payment for publishers?

Some big networks do this for enterprise publishers, it all depends on how big your traffic is, how much you are looking for, what terms and such.

Anything between 100 $ to 150 $ (Pre-Payment)

I don't think for 100 or 150$ isn't worth it. They only do pre-payment deals with major publishers like business insider and those are deals worth millions.
