Advertising CPA offers on FB

Apologies if this sounds like a simple question but I've never really worked with FB advertising before. So my question is this:

Do you have to create a page and start a like campaign to target on fb or can you simply use fb ads to target the right audience without have a page thats liked by thousands?

If thats not clear please ask. It was clear in my head!

yes you have to create a page to target on it , any ads must be present in any page you have it

I am a beginner on that , but i am using it on these days and i have a little knowledge .
