As what as I have heard, they are paying but best advice if you want to earn money online for a sure payment, why not work as a freelance contractor either on Elance or Odesk. They really pay well and you can earn a lot if you're a hard worker.

i have been with neobux for some while now , yes they do pay out, what i use neobux for is traffic.
I click on the ads ,and build my account up, and when i got $5 dollars , i spend it on ads i advertise my squeeze page and in the last week i have had loads of sign up.
if you advertise at neobux, all people sign up because they all want to earn money like us, so they sign up , just give it a try , you got nothing to loose .

I can just agree that NeoBux is real, probably it is one of those exceptions that really pay their visitors.
However, I liked jamie's answer, because I never have thought about these PTC sites as traffic givers for my own sites, but in fact that is exactly what they are!
