A Good CPM Network?

Hey, I'm looking for a good CPM website for my upcoming forum.

If you know any CPM networks that:
-Pay with PayPal
-Not a scam(obvious)
-Pay for every impression(RAW)
-Serves Banner ads
-Accepts most countries like: US, UK, and other tier 1 ones.

I won't be able to get into good ones like tribal fusion because they have very high requirements.

I know my site will have little impressions because it's new, but I can gradually keep increasing it everyday.

If you know any please post with brief information thanks.

Actually Google adsense is a good CPM network, if you switch your units to be image only and make them targetable by advertisers. Google doesn't advertise themselves as a CPM network but if you have images you get CPM rates.

BigBigFan, yeah I would've chosen Adsense but I got banned for no reason at all so I'm afraid I can't use it anymore.
