No sit is ver complete, the one thing I would say though is that you decide upon a structure and stick with it. navigation and directory structure is crucial, and it is only this that should remain unchanged.
Content is evolving all the time, the web changes, the world changes.
i used to switch layouts for my website once a month when it was hosted on a free server.. but now. i stick to the actual look but working hard on a facelift and much more
I have a look and feel that I'm happy with that I tweak a bit here and there when the mood strikes me. I'll be adding new themes now to give my users more choices in how they view the site but that's pretty much it.
