For everyone else, I recently tested and reviewed Binom.
If you are thinking about trying it out I highly recommend to read my review at
Binom Review - Your Guide to Tracking Campaigns in 2018 - Erik Gyepes.
Once you add the pixel and keep running traffic to you lander/offer you will build an audience.
Then you can target this audience in another "retargeting" campaign.
Do some search on Google if you do not understand the concept fully yet :)
First you just have to read the forums and follow what other people are doing.
It takes time at the start, but you will eventually get there.

Login to admin panel. Go to Campaigns -> Conversion Tracking. That's it there you generate your pixel and place to code on your lander.
It's a bit tricker if you use redirect, but you could create a page with a delayed redirect, so the pixel can fire before the user get's redirected. It would...
Just use service like OHT or hire someone from Upwork to do a proper translation. Beware of Fiverr though, lot of translators use Google Translate there..
You can either spy manually with a VPN or get a spy tool such as Adplexity.
I've a pretty detailed email autoresponder on spying (see the link in my sig), that may help you to get on right track.
But in general I can say that if you are new and don't know where to start you really have to spy...
What is exactly your traffic source?
If you run with Exoclick for example you can create a retargeting pixel in their interface.
Then you place this code into your landing pages.
After you can start creating retargeting campaigns and target only visitors who seen your lander.
