@james smith , rather than in search of best you need to look at UNIQUE, best is always from the lot and lot is usually costly. If you really want to come up with best result in SEO search for unique way of getting eyeballs and clicks towards the ad / website.

first of all...On-Page SEO is THE MOST IMPORTANT
after that ...in my opinion article marketing well written and unique on related niche sites, followed by social media usage and the rest of techniques (directories, forums, comments...etc)

I agree on page is basically the most important ingredient but lets not forget that Off page is also pretty much needed to get good content across. On does not work without the other.

One of the most important rules is that you should not listen to Google Speech of just good content and a fast server. It does help to have good content but that alone does not give you a good position. You need good quality backlinks and of course good articles sites can give you that. So can some other sites.
