It's depending on what types of the offer are you promoting right now. For example, if you are promoting antivirus then your audience would be large. On the other hand, if you are promoting tax calculator of US then your audience will low. The best place to get quality traffic is Facebook. Don't forget to collect leads as well.

I would definitely say adult traffic on trafficjunky or another place. Then, put up a pop up or lander that states your watching porn at work or your wife will find out and then shoot them to your lander. There are many ways to skin a cat. Also, buy a domain that is close is some type of windows error(Windows can't function etc) and then rank it and put your popup there and state it could be your antivirus software and list all the benefits of the software your promoting and downgrade the other ones. well. Just some random thoughts.

You should join different webmaster forum as well buy some banner ads from your targeted technology blogs. On the other hand, you can buy space in their newsletter too. I hope this is the finest and cheapest way you can get targeted users.
