Okay... pretty broad question, but here we go:

1. Pick a vertical like phones, giftcards
2. Pick a geo
3. Pick a traffic source (pops are great for sweeps)
4. Create or rip landers
5. Test and optimize landers, bids, placements etc.
6. Find a winning combo
7. Scale like a mofo
8. Rinse and repeat until you have fuck you money

There's a lot of Pop traffic , like Popads,Popcash,Adcash,etc
For beginner you need use SSP with free sign up and small budget
